[Ministry of trade, Industry and energy] 2018 R&D Project regulation revision

■산업통상자원부 고시 제 2018-228호(시행 2018.12.13.)

■산업통사자원부 고시 제 2018-229호(시행 2018.12.13.)

산업통상자원부 R&D 사업 규정이 개정(2018.12.13.시행)됨에 따라 주요 변경사항과 개정 규정안을 알려드리오니, 동 규정을 숙지하여 업무 추진에 참고하시기 바랍니다.

As the R&D regulations of the MOTIE have been revised(Dec 13, 2018), we would like to announce the major changes and amendments.

< 주요 변경 사항>

1. Major Changes

1) 연구수당 지급 시점 개선(사업비 정산에 관한요령 제11조 9항)

1) Improvement in the Point of Research Allowance Payment(Article 11, Section 9 of the Expense Settlement Instruction)

– 정산지연 및 행정부담 축소를 위해 해당연도 수행기간 종료 후 즉시 지급으로 변경

– In order to reduce administrative burden and prevent delay, it should be paid immediately after the end of research projects

2) 여성 참여연구원 가점조건 미유지 시 인건비 불인정 기준 개선 (사업비 정산에 관한요령 별표4)

2) Improvement in standards of disapproval when the conditions for female participating researchers do not meet.(Appendix 4 of the Expense Settlement Instruction)

– 전체 여성 참여연구원 인건비를 불인정하는 것에서 귀책기관 여성 인건비를 반납하는 것으로 개선

– The target returning ‘female labor costs’changes from whole participating institutes to institutes that do not meet the conditions.

3) 타 과제로 참여제한을 받은 자의 계속과제 처리 기준 명확화(공통운영요령 제28조, 44조)

3) Clarification of the treatment standards for continuous projects of people who are restricted to participation due to other projects. (Article 28, Section 44 Common Operating Instructions)
