○ 연구개발특구가 과학기술기반 사회적 가치창출과 혁신기술‧제품 기반 혁신적 포용국가를 선도하고 지역 혁신성장 플랫폼을 구축과 관련한 공공혁신 아이디어 공모

□ 공모 내용
○ (공모주제) 3대 핵심과제에 대한 혁신 아이디어
1) 과학기술 기반 사회적 가치창출
– 생명·안전, 환경·복지 등 국민의 삶의 질 향상을 위한 사회 문제 해결 방안
– 과학기술을 활용한 사회적 약자(노인, 청년, 여성, 장애인) 문제 해결 방안
2) 혁신기술‧제품 기반 혁신적 포용국가 선도
– 공공 연구 역량을 활용한 지역 창업 활성화 및 일자리 창출 방안
– 과학기술 기반 혁신기술‧제품에 대한 수요발굴 및 사업화연계 방안
3) 지역주도 혁신성장 플랫폼
– 지자체, 대학, 공공연구기관, 시민단체, 협회 등 유관기관과 함께 할 수 있는 지역 현안 수요‧해결 방안
○ (공모기간) 2019. 6. 25일 ~ 2019. 7. 25일
○ (공모대상) 국민(특구 임직원 포함) 및 재단 이해관계자 누구나웹배너
※ 개인 또는 기관 자격으로 제출 가능 / 공공기관 경영실적평가대상 기관 제외
○ (참여방법) 제출양식을 작성하여 이메일 제출

□ 선정심사 및 시상
○ (심사방법) 심사기준에 의한 심사위원 개별 평가
– 1차 심사 : 외부 심사위원 7인 내외에 의한 3배수 선정
– 2차 심사 : 혁신 총괄위원회에 의한 최종선정
○ (심사기준) 제안의 적정성, 국민참여 유도, 실현가능성, 창의 및 독창성, 사회적 가치 실현 등 5개 기준
– 기준/심사내용
1) 제안의 적정성: 특구재단 공공혁신 과제로서 차별화된 적정한 아이디어인가?
2) 국민참여 유도: 아이디어 제안에 있어 국민의 의견 및 관점이 충분히 반영되었는가?
3) 실현가능성: 특구재단 업무범위를 고려할 때 실현이 가능한가?
4) 창의 및 독창성: 기존에 없던 독창적이고 창의적인 아이디어인가?
5) 특구의 가치 실현: 사회적 가치창출, 산학연 협력, 지역주도 혁신성장에 기여하는가?
○ (시상내역) 최우수상 1건 50만원, 우수상 2건 30만원, 장려상 2건 10만원(예정)
○ (결과발표) 연구개발특구진흥재단 홈페이지 게시 및 당선자 개별 통보
○ (결과활용) 연구개발특구진흥재단 공공혁신 추진과제로 활용

제안접수(19.06.25 ~ 19.07.25) => 1차 심사(‘19. 08. 01.) => 2차 심사(‘19. 08. 08.) => 발표/시상(‘19. 08. 13)

□ 기타사항
○ 평가 기준에 미달할 경우 당선작을 선정하지 않을 수 있음
○ 모든 당선작이 반드시 재단 공공혁신 과제로 채택되는 것은 아님
○ 타 공모전 입상작 및 다른 작품과 유사성ㆍ모방성이 인정되는 경우 심사대상에서 제외되며, 사후 판명 시 입상을 취소할 수 있음

□ Purpose of public offering

□ Contents
  ○ (Competition topics) Innovation ideas for three core tasks
    1) Create social value based on science and technology
      – Solution to social problems to improve the quality of life of the people including life, safety, environment, welfare
      – Problem solving method of social weak person (old man, young man, woman, disabled person) using science and technology
    2) Innovative Technology ‧ Product-based Leading Innovative Embracing Countries
      – Activation of local businesses and creation of jobs using public research capacity
      – Demand for science and technology-based innovations and products and linkage with commercialization
    3) Regional Driven Innovative Growth Platform
      – Demand and solution of local problems that can be done with related organizations such as local governments, universities, public research institutes, civic groups, and associations
  ○ (Public Offering Period) June 25, 2019 ~ June 25, 2019
○ (The qualification for the contest) Everyone (including special people and executives) and all stakeholders of the Foundation
     ※ Can be submitted as individual or institutional qualification.
  ○ (How to participate) Complete the submission form and submit an email

□ Selection examination and award
  ○ (Examination method) Judging individual evaluation by examination standard
    – First screening: Selection of three times the number of finalists
    – Second round of judging: final selection by the innovation committee
  ○ (Judging Criteria) Based on five criteria: appropriateness of the proposal, induction of people participation, feasibility, creativity and creativity,
    – Standard / contents of examination
     1) Appropriateness of the proposal: Is it a right idea differentiated as a public innovation project of the SEF?
     2) Encouraging people to participate: Was the opinion and perspective of the people fully reflected in the idea proposal?
     3) Feasibility: Is it feasible to take into consideration the scope of work of the Special Administrative Region Foundation?
     4) Creativity and originality: Is it a creative and creative idea that was not existing?
     5) Realization of Value of Special Administrative Region: Does it contribute to social value creation, industry-academia cooperation, and regional-led innovation growth?
  ○ Prize : 1 case of the best, 500,000 won // 2 cases of excellence 300,000 won // 2 cases of Eouragement 100,000 won
  ○ (Result Announcement) Publication of the website of R & D Special Promotion Foundation and individual notification
  ○ (Result utilization) R & D special zone promotion foundation use as public innovation promotion task

  ○ If you do not meet the evaluation criteria, you may not select the winner
  ○ All winning entries are not necessarily adopted as TRF public innovation projects.
  ○ In case of similarity or imitation with other winning entries and other works, it is excluded from the examination.
