한국은행 울산본부는 지역경제 현안을 분석하고 울산경제 발전을 위한 정책대안을 제시하기 위해 외부의 경제전문가를 대상으로 연구논문을 아래와 같이 공모합니다.

1. 공모 과제

– 기후변화 리스크의 울산지역 경제에 대한 영향 및 대응방안 등에 대한 연구

* 울산지역의 고유한 기후적 특성을 분석하고, 향후 울산지역 경제에 큰 영향을 미칠 수 있는 기후변화 현상(이상기온, 이상저온, 홍수, 가뭄, 해수면상승 등)을 식별

* 패널회귀분석, 국소투영법, 동태적 요인모형, GaR 등 각종 경제계량모형 및 방법론을 이용하여 위에서 식별한 기후변화의 물리적 리스크가 울산지역 경제에 미치는 영향을 산업별(자동차, 조선, 석유정제화학, 비철금속 등 주력산업 중심)로 비교·분석

* 향후 울산지역의 기후변화 시나리오를 가정하여 기후변화 정도에 따른 경제적 영향을 분석

* 향후 울산지역에 영향을 미칠 기후변화 리스크에 대응한 지역사회의 산업별주체별(기업, 지자체 등) 대응방안 등을 제시

– 기타 기후변화 리스크 관련 정책적 시사점을 제시할 수 있는 연구(예: 향후 기후변화 시나리오에 따른 울산지역에 미치는 물리적·이행 리스크의 상대적 영향 분석 및 시사점 등)

2. 공모편수 및 용역비: 1편(편당 2,000만원 이내)

3. 연구기간 : 약 3~6개월(구체적인 일정은 계약당사자 간 합의를 통해 계약서에 명시)

4. 응모자격 : 대학교 교수 및 연구기관의 연구원 등

ㅇ 관련 분야의 연구수행 경험이 있는 연구자를 우대

ㅇ 선정된 연구자는 공동연구의 주저자(제1저자)로서 주도적으로 연구를 수행하고 최종 연구보고서를 한국은행 울산본부에 제출하여야 함

― 한국은행 울산본부 직원(1명)은 공저자로서 연구에 참여하고 외부연구용역 관련 행정절차를 진행

The Bank of Korea’s Ulsan headquarters invites research papers from external economic experts as follows to analyze local economic issues and suggest policy alternatives for Ulsan’s economic development.

1. Contest assignment

– Research on the impact and response measures of climate change risks on the Ulsan region economy

* Analyze the unique climate characteristics of the Ulsan region and identify climate change phenomena (abnormal temperatures, abnormally low temperatures, floods, droughts, sea level rise, etc.) that may have a significant impact on the Ulsan region’s economy in the future.

* Using various economic quantitative models and methodologies such as panel regression analysis, local projection method, dynamic factor model, and GaR, the impact of the physical risks of climate change identified above on the Ulsan region economy was analyzed by industry (automotive, shipbuilding, petroleum refining chemical, Comparison and analysis (focusing on major industries such as non-ferrous metals)

* Analyzing the economic impact according to the degree of climate change by assuming a future climate change scenario in the Ulsan region

* Presents response plans by industry and local community entities (companies, local governments, etc.) in response to climate change risks that will affect the Ulsan region in the future.

– Research that can present policy implications related to other climate change risks (e.g. analysis and implications of the relative impact of physical and transition risks on the Ulsan region according to future climate change scenarios, etc.)

2. Number of selection and research funding: 1 episode (within 20 million won per episode)

3. Research period: approximately 3 to 6 months (specific schedule is specified in the contract through agreement between the contracting parties)

4. Eligibility for application: University professors, researchers at research institutes, etc.

ㅇ Preference given to researchers with research experience in related fields

ㅇ The selected researcher must lead the research as the lead author (first author) of the joint research and submit the final research report to the Ulsan headquarters of the Bank of Korea.

― An employee (1 person) at the Ulsan headquarters of the Bank of Korea participated in the research as a co-author and carried out administrative procedures related to external research services.
