국민권익위원회가 2025년 9월 12일(월)부터 10월 12일(일)까지 「연구개발비 부정수급 집중신고기간」을 운영합니다.

연구개발 분야 정부지원금 부정수급의 경우 연구개발 관련자들이 함께 부정수급을 공모하거나 다양한 수법이 동원되는 등 조직적이고 계획적으로 이뤄지고 있다는 것이 국민권익위의 판단입니다.

다양한 수법으로는 ▲연구개발 인력 허위 등록을 통한 인건비 부풀리기 ▲동일‧유사 과제 연구개발비 중복 수령 ▲유령회사를 동원한 물품 허위 구매 ▲정산 서류 조작 ▲이미 개발 완료한 것을 새로 개발한 것처럼 꾸미는 연구성과 조작 등이 있습니다.

이에 국민권익위는 이번 집중신고기간에 신고된 건에 대해 해당 신고사건은 물론, 피신고자가 다른 기관에서 지원받은 연구개발비의 부정수급 여부 등도 종합적으로 조사할 예정입니다.

이번 집중신고기간 실시에 따라 참여연구원 허위 등록, 연구개발비 과다 청구 및 중복 수급 등 연구개발 분야 정부지원금 부정수급 신고를 하려는 사람은 누구든지 청렴포털(www.clean.go.kr) 또는 방문‧우편을 통해 신고할 수 있습니다.

신고자의 개인정보는 철저히 보호되고, 신고자에게는 최대 30억 원의 보상금이 지급됩니다.

The Anti-Corruption and Civil Rights Commission (ACRC) will operate a “Special Reporting Period for Fraudulent Receipt of R&D Funds” from September 12 (Mon) to October 12 (Sun), 2025.

According to the ACRC, fraudulent receipt of government subsidies in the field of R&D is often carried out in an organized and systematic manner, with R&D participants colluding or employing various fraudulent methods.

Examples of such methods include: Inflating labor costs by falsely registering R&D personnel, Receiving duplicate funding for identical or similar projects, Using shell companies to fabricate purchases of goods, Manipulating settlement documents, Fabricating research results by presenting already-developed outcomes as if they were newly developed.

During this reporting period, the ACRC will conduct comprehensive investigations not only into the specific reported cases but also into whether the accused individuals have fraudulently received R&D funds from other institutions.

Anyone wishing to report fraudulent activities such as false registration of participating researchers, excessive claims, or duplicate receipt of R&D subsidies may do so through the Integrity Portal (www.clean.go.kr), or by visiting or mailing their report.

The personal information of informants will be strictly protected, and they may be rewarded with compensation of up to 3 billion KRW.
