국가연구시설장비진흥센터(NFEC) 심의평가실에서 연구 현장에서 필요한 연구장비의 신속한 도입 지원을 위해 ’25년부터 도입 실시하고 있는 “연구장비 신속 도입 제도”에 대해 안내드립니다.

“연구장비 신속 도입 제도”의 대상이 되는 혁신도전형(APRO) R&D사업은 도전적·선제적 연구개발을 신속하게 추진하기 위한 국가 연구사업으로, 과제 수행 과정에서 연구장비를 적기에 확보하는 것이 필수적인 사업 특성을 갖고 있습니다.

이에 과학기술정보통신부에서는 「국가계약법 시행령」 개정(’24.12.24) 및 「혁신적·도전적 R&D를 위한 연구장비 신속도입 방안」(’24.11) 시행에 따라, 혁신도전형(APRO) R&D사업에서 필요한 연구장비를 신속심의 및 수의계약 방식으로 신속하게 도입할 수 있도록 제도를 마련하여 운영하고 있습니다.

이를 통해 연구자가 연구에 필요한 장비를 적기에 확보할 수 있도록 지원하며, 기존 도입 절차 대비 최대 2개월 이상 도입 기간을 단축할 수 있을 것으로 기대되고 있습니다.

본 신속 도입 제도는 연간 20회의 상시심의 체계를 기반으로 연구자가 원하는 시점에 심의를 신청할 수 있도록 하였으며, 도입심의가 인정될 경우 총 소요 기간을 최대 21일 이내로 단축함으로써 기존 대비 1~2개월 이상 장비 확보 시점을 앞당길 수 있도록 설계되었습니다.

또한, 단순한 예산 및 규격 검토를 넘어 연구자가 제시하는 특정 모델 또는 사양의 필요성까지 심층 검토할 수 있도록 심의 범위를 확장하였으며, 심의 결과에 부합하는 장비가 실제로 도입되었는지를 사후 점검함으로써 도입의 투명성과 책임성 또한 강화하였습니다.

국가연구시설장비진흥센터(NFEC)는 연구 현장의 실질적인 어려움을 해소하고 연구자 중심의 장비 도입 환경을 조성하기 위해 지속적으로 지원해 나가겠습니다.

The Review and Evaluation Office of the National Research Facilities & Equipment Center (NFEC) would like to provide guidance on the “Rapid Research Equipment Procurement System,” which has been implemented since 2025 to support the timely acquisition of research equipment needed in the field.

The innovation-driven (APRO) R&D programs, which are eligible for this rapid procurement system, are national research initiatives designed to promote swift, proactive, and challenge-oriented R&D. Given their nature, securing the necessary research equipment at the right time is essential for the successful execution of these projects.

Accordingly, following the amendment of the Enforcement Decree of the National Contract Act (Dec. 24, 2024) and the implementation of the Plan for Rapid Procurement of Research Equipment for Innovative and Challenge-Driven R&D (Nov. 2024), the Ministry of Science and ICT has established and is operating a system that enables the quick procurement of research equipment required for APRO R&D projects through expedited review and direct contracting.

This system supports researchers in securing the necessary equipment in a timely manner and is expected to shorten the procurement timeline by more than two months compared with existing procedures.

The new rapid procurement system is designed around a continuous review framework, offering 20 review sessions per year, allowing researchers to apply for review at their desired time. When a procurement review is approved, the overall process can be shortened to within 21 days, effectively advancing the equipment acquisition timeline by one to two months compared to current standards.

In addition, the scope of review has been expanded beyond basic budget and specification checks to include in-depth evaluations of the necessity of specific models or configurations proposed by researchers. Post-procurement verification is also conducted to ensure that the equipment acquired aligns with the approved review results, thereby strengthening transparency and accountability in the procurement process.
